Apostille in Pakistan

The single most useful thing to understand about an apostille is that it replaces the attestation chain rather than adding to it. Applicants who prepare both have done twice the work for one outcome, and applicants who prepare the wrong one have to start again.

Apostille in Pakistan in short

An apostille is a single certificate that authenticates a public document for use in another country that is party to the Hague Apostille Convention. It replaces the longer country-by-country embassy attestation chain rather than being an additional step. Pakistan acceded to the Convention with effect from 9 March 2023, and MOFA is the designated competent authority. Confirm current scope on mofa.gov.pk.

The sequence

  1. Confirm the destination country is a party to the Hague Apostille Convention
  2. Confirm MOFA issues an apostille for your specific document type, since scope is not unlimited
  3. Complete any prior attestation the document needs, HEC for degrees or IBCC for school certificates
  4. Obtain the apostille from MOFA instead of the embassy attestation chain, not in addition to it
  5. Translate afterwards, so the apostille certificate appears in the translated document

The point of an apostille, in one sentence

It replaces the attestation chain. It is not added to it.

Without the Convention, a document going abroad is legalised in steps: the issuing authority, then a domestic verifying body, then the foreign ministry, then the destination country’s embassy. Each link exists because the next party does not recognise the previous one directly.

The Hague Apostille Convention removes that. One authority in the issuing country attaches one certificate, and every other member state accepts it.

Two consequences, and both cost money when missed:

Preparing both means paying twice for one outcome.

Preparing the wrong one means starting again, usually having lost weeks.

Pakistan’s position

Pakistan acceded to the Hague Apostille Convention with effect from 9 March 2023, with MOFA as the designated competent authority.

That is the structural position. What matters practically is narrower: whether MOFA issues an apostille for your specific document type, since scope is not unlimited and the process has developed since accession.

An apostille does not replace HEC or IBCC

A common and reasonable assumption, and wrong.

Prior attestation is a domestic step. It establishes that the document is genuine before any international certificate is applied to it. A university degree still goes through HEC; a matric or intermediate certificate still goes through IBCC.

The apostille replaces the embassy leg, not the domestic one. So the sequence is:

  1. Issuing authority
  2. HEC or IBCC, for educational documents
  3. MOFA apostille — instead of MOFA attestation plus embassy legalisation
  4. Translation

Convention membership covers most of Europe, along with Australia, Japan, South Korea, Turkey and many others. MOFA fees are set by the Ministry, charged per document, and revised.

We publish no figure, deliberately. A number that is accurate today quietly misleads a reader in six months, and per-document charging multiplies any error across a six-document file.

Translation comes after

Same reason as everywhere else on this site. The apostille certificate is attached to the original document. A translation prepared beforehand cannot show it, and the receiving authority comparing the two sees a certificate on one side and not the other.
