IBCC Attestation and Equivalence
IBCC handles the school-level half of the chain — matric and intermediate certificates — and it also issues equivalence certificates for foreign qualifications. Those are two different services people routinely confuse, and asking for the wrong one costs a visit.
IBCC Attestation and Equivalence in short
IBCC is the Inter Board Committee of Chairmen. It attests Pakistani matric and intermediate certificates before MOFA will accept them, and separately issues equivalence certificates stating what a foreign qualification is worth in Pakistan. University degrees go to HEC instead, not IBCC. Translation comes after attestation so the stamps appear in the translated document.
The sequence
- Obtain the original matric or intermediate certificate from the issuing board
- Get board attestation first where IBCC requires it
- Submit to IBCC for attestation, or apply for an equivalence certificate if the qualification is foreign
- Take the IBCC-attested originals to MOFA
- Attest at the destination embassy or consulate, then translate last

What IBCC covers
The Inter Board Committee of Chairmen sits over Pakistan’s education boards and handles the school-level half of the attestation chain:
- Matric certificates and marks sheets
- Intermediate, FSc, FA, and ICom certificates and marks sheets
- Equivalence certificates for foreign school qualifications
University degrees, transcripts, and DMCs are not IBCC’s remit — those go to HEC.
Attestation and equivalence are not the same service
This is the confusion that sends people away from the counter empty-handed.
Attestation answers: is this Pakistani board certificate genuine? IBCC verifies it and endorses the document so MOFA will accept it.
Equivalence answers: what is this foreign qualification worth here? If you hold O-Levels, A-Levels, or an overseas high-school diploma and need it recognised in Pakistan — for university admission, a job, or a licensing body — you need an equivalence certificate, which is an assessment rather than a stamp.
They have different applications, different requirements, and different outcomes. Work out which one your situation calls for before you travel.
Where IBCC sits in the chain
Board → IBCC → MOFA → destination embassy → translation
Same structure as the degree route, with IBCC in place of HEC. And the same hard constraint: MOFA attests seals it recognises, so skipping IBCC means MOFA refuses the document.
The trap in Gulf employment files
Applicants attest their highest qualification and assume that covers it.
Many Saudi, UAE, and Qatar employment files ask for the full educational history — matric and FSc as well as the degree. That means both IBCC and HEC, as separate submissions, before MOFA sees anything.
People discover this at the MOFA counter, weeks into a process, holding an attested degree and an unattested FSc certificate. Read your checklist line by line before you start, and if it lists school certificates, begin the IBCC route in parallel with HEC rather than after it.
On fees and timelines
No figures on this page, deliberately. IBCC fees are set by IBCC, charged per document, and revised periodically. A number that is accurate today misleads a reader in six months, and since the charge is per document, any error multiplies across a file.

Where translation belongs
After the chain, for the same reason as everywhere else: attestation stamps are applied to the original, so a translation made earlier cannot show them.
Worth checking first, though — many board certificates are issued bilingually. If yours already carries English alongside the Urdu, you may need attested copies rather than a translation at all. Send us a photograph and we will tell you which, including when the answer is that you do not need us.
