MOFA Attestation Checklist: The Order Every Step Has to Happen In
A step-by-step MOFA attestation checklist for Pakistan, covering HEC and IBCC pre-attestation, where translation fits in the chain, and the sequencing mistakes that force people to start again.

Most people do not fail MOFA attestation because their paperwork is wrong. They fail because they did the right steps in the wrong order.
The chain has a fixed sequence, each link depends on the one before it, and doing step three before step two usually means paying for step three twice. This guide sets out that order for educational, personal, and commercial documents, and shows exactly where translation fits, because that is the step people most often get backwards.
What MOFA attestation actually certifies
This is worth being precise about, because the misunderstanding causes real problems.
The Ministry of Foreign Affairs confirms that the seal and signature on your document belong to a genuine Pakistani authority. That is all. It does not verify that you actually hold the degree, that the marks are correct, or that the marriage took place. It authenticates the authority, not the contents.
Two consequences follow. First, MOFA can only attest a document that already carries a seal it recognises, which is why the prior attestation step exists and cannot be skipped. Second, a MOFA stamp is not a substitute for the document being accurate. If a name is misspelled on the original, attestation does not fix it and the embassy will still reject the file.
The chain, in order
Step 1: Get the correct version of the document
Before anything else, make sure you are holding the version the chain expects. For most personal documents that means the NADRA computerised version rather than an older handwritten certificate. A handwritten union council birth certificate will usually stop the process at step two.
For educational documents, you need the original degree, provisional certificate, or marks sheet issued by the institution, not a photocopy and not an institutional attested copy.
Step 2: Prior attestation
MOFA attests the seal of a body it recognises, so something must attest the document first. Which body depends entirely on the document type:
- University degrees, transcripts, and DMCs go through the Higher Education Commission (HEC).
- Matric and intermediate certificates go through the Inter Board Committee of Chairmen (IBCC), which also handles equivalence certificates where a foreign qualification is involved.
- Personal and civil documents such as birth, marriage, and death certificates are generally expected in NADRA computerised form, or attested by the relevant issuing department.
- Police character certificates come from the issuing police authority and follow their own route.
- Commercial and company documents normally require attestation by the relevant chamber of commerce before MOFA.
This is the step people skip, and MOFA will simply refuse the document. It is not a discretionary check.
Step 3: MOFA attestation
Once the prior attestation is on the document, it goes to MOFA. Attestation is available at the Islamabad office and at camp offices in a number of other cities, and MOFA has operated an online appointment system, though the specifics of appointments, timings, and which offices handle which document types have changed more than once.
Two things worth planning around:
Fees are per document, not per file. A visa application with six documents costs six times a single stamp. We deliberately do not publish a figure in this guide, because attestation fees are set by the Ministry and change, and a stale number is worse than no number at all. Check the current fee on the official MOFA portal before you budget.
Confirm the current process before you travel. If you are coming from another city for a camp office appointment, verify that day’s arrangements first rather than assuming last year’s process still applies.
Step 4: Embassy or consulate attestation
After MOFA, most destinations require attestation by their own embassy or consulate in Islamabad. This is where requirements diverge sharply. Saudi Arabia, the UAE, and Qatar each have their own rules, and those rules differ further by visa category and sometimes by employer.
Some Gulf submissions also require a further step in the destination country after arrival. Your employer or agent should be able to tell you whether that applies.
Step 5: Translation, where it belongs
Here is the step that costs people the most money, and it is entirely avoidable.
Translate after attestation, not before.
Attestation stamps are physically applied to the original document. A translation prepared before those stamps exist cannot contain them. When the embassy or employer places the translation alongside the attested original, they see a translation that does not match its source, missing exactly the endorsements they are checking for. At best you redo the translation. At worst the file is returned and you lose an appointment slot.
The exception is where the receiving authority explicitly asks for a translation earlier in the sequence, which some Gulf employers do. If your checklist says that, follow the checklist and tell your translator, so the document can be re-issued once the final stamps are on.
Document-by-document checklist
University degree or transcript
- Original issued by the university
- HEC attestation
- MOFA attestation
- Destination embassy attestation
- Translation if the destination is not English-speaking
Matric or intermediate certificate
- Original issued by the board
- IBCC attestation
- MOFA attestation
- Destination embassy attestation
- Translation as required
Birth, marriage, or death certificate
- NADRA computerised version, not a handwritten certificate
- MOFA attestation
- Destination embassy attestation
- Translation as required
Note that the Nikah Nama and the NADRA computerised marriage certificate are different documents, and many checklists want both. See our guide to Nikah Nama translation in Pakistan for what that involves, or the UAE spouse visa walkthrough if that is where the file is going.
Police character certificate
- Issued by the relevant police authority
- MOFA attestation
- Destination embassy attestation
- Translation as required
Watch the validity window here, most embassies treat these as current for three to six months, so do not attest one months ahead of a submission.
Commercial or company document
- Original issued by the company or registrar
- Chamber of commerce attestation
- MOFA attestation
- Destination embassy attestation
- Translation, commonly into Arabic for Gulf submissions
The mistakes that send people back to the start
Translating first. Covered above, and comfortably the most common. It feels efficient to get the translation done while you wait for appointments. It is not.
Skipping HEC or IBCC. People assume MOFA is the first stop because it is the one they have heard of. MOFA will refuse the document and you restart that leg of the chain.
Bringing a handwritten certificate. Union council and older handwritten records generally need to be replaced with the NADRA computerised version before the chain will accept them. Start that early, it is not instant.
Attesting one document at a time. Fees and appointments are per document, but the travel and waiting are not. Take the whole set at once.
Inconsistent name spellings. If your degree says one spelling and your passport says another, attestation will not reconcile them, and the embassy will notice. Fix the source document, or be ready to explain the difference in writing.
Assuming an apostille works. An apostille replaces this whole chain between countries party to the Hague Convention. Where it is not accepted between the two countries involved, you need the full attestation route. Confirm which applies to your destination before starting either.
Leaving it to the last month. Every step in this chain involves someone else’s schedule. None of them are fast when you need them to be.
What we do, and what we do not
We translate documents, and we can tell you where translation belongs in your particular chain based on the checklist you were given.
We do not perform attestation. We do not represent clients at HEC, IBCC, MOFA, or any embassy, and we cannot speed up or guarantee a government outcome. Anyone telling you otherwise is selling something they cannot deliver.
What we can do is stop you translating at the wrong point in the sequence, which is the part of this process a translator is actually positioned to help with.
Before you start
Get the requirement in writing from whoever is asking for it, the employer, the university, the consulate, or the agent. “Attested documents” means different things to different destinations, and the checklist in your hand beats any general guide, including this one.
Then verify the current MOFA fee, appointment process, and camp office arrangements on the official portal. This guide describes a structure that has been stable for years. The operational details around it have not been, and we would rather point you at the source than have you rely on a number that was right when this was written.

Frequently Asked Questions
What is MOFA attestation?
MOFA attestation is the Ministry of Foreign Affairs of Pakistan confirming that the seal and signature on your document belong to a genuine Pakistani authority. It does not verify that the contents are true, only that the issuing body and its prior attestation are authentic. It is normally required before a foreign embassy will attest a Pakistani document.
Which body has to attest my document before MOFA?
MOFA attests the seal of a body it recognises, so something has to attest the document first. University degrees and transcripts go through HEC. Matric and intermediate certificates go through IBCC. Personal documents are generally expected to be NADRA-issued computerised versions or attested by the relevant issuing department. MOFA will refuse a document that has not completed its prior step.
Should I translate the document before or after MOFA attestation?
In almost every case, after. Attestation stamps are applied to the original document, so a translation prepared beforehand will not contain them, and the embassy comparing the two will see a translation that no longer matches its source. Translating first is the most common way people end up paying for the same translation twice.
How long does a MOFA attestation stay usable?
The attestation itself does not carry an expiry date, but the receiving authority may. Embassies commonly treat police character certificates and medical reports as current for three to six months, and some will not accept an attestation older than a certain age regardless of the document. Check the destination's rule rather than assuming the stamp lasts forever.
Can someone else complete MOFA attestation on my behalf?
Yes, attestation is commonly handled by an authorised representative or an agent rather than in person, subject to MOFA's current requirements for authorisation and identification. Confirm what MOFA currently asks for before sending someone, because the rules around representation and appointments have changed more than once.
Why does this guide not list MOFA fees?
Fees are set by the Ministry and change, and they are charged per document rather than per file, so a six-document visa application costs six times a single stamp. We deliberately do not publish a figure here, because a stale number is worse than no number. Check the current fee on the official MOFA portal before you budget.
Does Global Translation Services handle MOFA attestation?
No. We translate documents, and we can tell you where translation belongs in your particular chain. Attestation is a government process that you or an authorised agent must complete. Anyone promising to speed up or guarantee a MOFA outcome is selling something they cannot deliver.
What is the difference between attestation and apostille?
An apostille is a single certificate that replaces the attestation chain between countries that are party to the Hague Apostille Convention. Attestation is the longer, country-by-country route used where an apostille is not accepted between the two countries involved. Confirm which one your destination requires, because preparing the wrong one wastes the whole sequence.
Do Gulf countries need anything after MOFA attestation?
Usually yes. For Saudi Arabia, the UAE, and Qatar, MOFA attestation is normally followed by attestation at that country's embassy or consulate in Islamabad, and in some cases by a further step in the destination country after arrival. Employers frequently also require an Arabic translation at a specific point in that sequence.
What happens if I get the order wrong?
It depends where you went wrong. Translating before attestation usually means redoing the translation. Skipping HEC or IBCC means MOFA refuses the document and you restart that leg. Attesting before the embassy changed its checklist means you may still be fine, or may not. None of these are fatal, but all of them cost time you did not budget for.
