MOFA Attestation
MOFA attestation is the step everyone has heard of, which is why so many people try to make it the first one. It is not. The Ministry attests the seal of a body it already recognises, so something has to verify your document before MOFA will touch it.
MOFA Attestation in short
MOFA attestation is the Ministry of Foreign Affairs of Pakistan confirming that the seal and signature on a document belong to a genuine Pakistani authority. It does not verify the contents. A prior attestation is required first, HEC for degrees or IBCC for school certificates, and translation comes after MOFA so the stamps appear in the translated document.
The sequence
- Get the correct version of the document, normally the NADRA computerised one for civil records
- Complete the prior attestation, HEC for degrees, IBCC for matric and intermediate, or the relevant issuing department
- Submit to MOFA for attestation, checking current appointment arrangements first
- Attest at the destination country's embassy or consulate in Islamabad
- Translate last, so every stamp appears in the translated document

Anyone offering to guarantee or accelerate an attestation outcome is selling something they do not control.
What it is, precisely
The misunderstanding here causes real problems, so it is worth stating exactly.
MOFA confirms that the seal and signature on your document belong to a genuine Pakistani authority. Nothing more. It does not verify that you hold the degree, that the marks are right, or that the marriage happened. It authenticates the authority, not the contents.
Two consequences follow, and both catch people out:
MOFA can only attest a document that already carries a seal it recognises. That is why the prior attestation step exists and cannot be skipped.
A MOFA stamp does not fix an error on the document. If your name is misspelled on the original, attestation authenticates the misspelling. The embassy will still reject the file, and you will have paid for the stamp.

This is the step people skip, because MOFA is the name they have heard. MOFA simply refuses, and that leg of the chain restarts.
Two things worth planning around
Fees are per document, not per file. A visa application with six documents costs six times a single stamp. We publish no figure here — attestation fees are set by the Ministry and revised periodically, and a stale number is worse than none when it multiplies across a file. Check the current fee on mofa.gov.pk.
Verify the current process before you travel. MOFA has operated camp offices in several cities alongside Islamabad, and has used an online appointment system, but those arrangements have changed more than once. If you are coming from another city, confirm that day’s arrangements first rather than relying on this page or on what a friend did last year.
Where translation belongs
Last. After MOFA, and after the destination embassy where that applies.
Attestation stamps are applied physically to the original. A translation prepared before those stamps exist cannot show them. When someone places your translation next to the attested original, the endorsements they are checking for are missing from one side.
At best you redo the translation. At worst the file comes back and an appointment is gone.
The exception: some Gulf employers and typing centres ask for the translation at a specific earlier point. Follow your checklist, and tell your translator so the document can be reissued once the final stamps are on.
Validity, and the sequencing trap
The instinct is to front-load — get everything done as early as possible. For a degree, that works. For two documents, it backfires.
Police character certificates and medical reports carry validity windows, commonly three to six months. Meanwhile the attestation chain itself takes weeks. Obtain those documents at the very start of a long process and they can expire before submission, and you repeat the issuance, the attestation, and the translation.
Start the slow, no-expiry items first — educational documents and NADRA records — and time the short-validity ones so they are still current when you submit. Ask your agent when they realistically expect to file, and count backwards.

Does MOFA attestation expire?

Embassies commonly treat police character certificates and medical reports as current for three to six months, and some will not accept an attestation older than a certain age. Check the destination's rule rather than assuming the stamp lasts indefinitely.
Should I translate before or after MOFA?
After, in almost every case. Attestation stamps are applied physically to the original document, so a translation prepared beforehand cannot contain them, and the reviewing officer sees endorsements present on the original and missing from the translation. This is the most common way applicants pay for the same translation twice.
What is the difference between attestation and an apostille?
An apostille is a single certificate that replaces the whole attestation chain between countries party to the Hague Apostille Convention. Attestation is the longer country-by-country route used where an apostille is not accepted between the two countries involved. Confirm which your destination requires before preparing either, because they are not interchangeable.
