Three processes, and people buy all three
A German file involves three things that are not the same, from three different bodies. Buying all three when you needed one is the common expense here.
Recognition — anabin. Germany maintains a database of recognised foreign institutions and qualifications. Many visa and employment routes require your university and degree to appear in it with an appropriate status. This is not translation and not attestation.
Attestation. HEC or IBCC, then MOFA, plus German Embassy legalisation where required. A government process; we do not perform it.
Translation. Rendering the document in German — our part, subject to the sworn-translator question below.
Check anabin first
This is the ordering advice that saves the most money on a German file.
An unrecognised qualification makes attestation and translation pointless. Applicants routinely pay for both, then discover their institution does not appear in anabin with the status their route requires.
Check anabin.kmk.org for your university and your degree before you spend anything else. If the status is wrong, that is the problem to solve, and no amount of translation quality helps.
The sworn translator question
Germany operates a sworn translator system. A beeidigter or vereidigter Übersetzer is sworn before a German court, and that oath gives their stamp legal standing.
Pakistan has no equivalent register. Where a German submission requires a sworn translation, no Pakistani translation qualifies — ours included, and quality does not change it.

Apostille or attestation — an either/or
Germany is a party to the Hague Apostille Convention, which distinguishes it from the Gulf destinations on this site.
An apostille can therefore replace the longer embassy legalisation route rather than adding to it. They are alternatives.

Language certification is not translation
Worth separating, because people occasionally buy the wrong thing.
Many German routes require German language certification — a test you sit, producing a certificate issued in the language it certifies. It generally needs no translation.
That is unrelated to whether your Pakistani documents need translating. Two different requirements; do not conflate them.
The Opportunity Card
