Saudi Arabia does not operate a sworn translator register, so a certified Arabic translation is generally what is wanted. We handle Arabic in house. What we cannot do is attest documents or represent you at MOFA, the embassy, or the Culture Attaché.
The sequence
- Employer initiates the work visa on the Saudi side, through Etimad or the relevant platform
- Assemble originals - degree, transcripts, police character certificate, medical report, passport, employment contract
- HEC for university documents or IBCC for matric and intermediate
- Saudi Culture Attaché verification, where your occupation requires it
- MOFA attestation, then Saudi Embassy attestation in Islamabad
- Arabic translation, at the point your employer or the receiving ministry specifies
Saudi Arabia is where the apostille does not help

Saudi Arabia has historically required full embassy legalisation for Pakistani documents rather than accepting an apostille. That means the long route, in order, with no shortcut available:
Issuing authority → HEC or IBCC → Culture Attaché where applicable → MOFA → Saudi Embassy Islamabad → translation

The Culture Attaché step people discover too late
For a number of professional and academic roles, Saudi Arabia requires verification of educational qualifications through its Culture Attaché, in addition to the ordinary chain.
Two things to know:
It sits alongside HEC and MOFA, not instead of them. It is an extra step, not a substitute.
Whether it applies depends on your occupation. Confirm with your employer or recruitment agent rather than finding out at a counter, because discovering it late means restarting a leg.
Etimad is your employer’s side
Etimad and the related Saudi platforms are where the employer initiates and tracks the visa. That is on their side, not yours.
Your work is the document chain, and it runs in parallel. Translation sits at the end of it, not at the start.
Arabic or English? Ask before ordering
Many Saudi government submissions require Arabic. Some employers accept English for internal documents such as experience letters and service certificates.
Ordering Arabic where English was accepted wastes money. Ordering English where Arabic was needed means doing it twice. One message to your employer settles it.

No sworn translator problem here
Unlike Italy, Germany, Spain, Poland or the Netherlands, Saudi Arabia operates no sworn translator register. A certified translation with a statement of accuracy is generally what is wanted.
So the constraint on a Saudi file is the attestation sequence, not the translator’s credential — which is the opposite of the European destinations on this site.
The validity trap
The instinct is to front-load everything. For a Saudi file that backfires on two documents.
Police character certificates are commonly treated as current for three to six months. Medical reports often less. Meanwhile the attestation chain takes weeks.
Obtain those at the very start of a long process and they can expire before submission — and you repeat the issuance, the attestation, and the translation.
Start the slow, no-expiry items first (educational documents, NADRA records) and time the short-validity ones to be current at submission. Ask your agent when they realistically expect to file, and count backwards.
